I’m Rebecca Noecker, a civic leader and proud resident of Saint Paul’s West Side.

With over a decade of experience in municipal government, I understand what it takes to get things done for our community. From serving on the board of the West Side Community Organization, to the St. Paul Planning Commission, and the City Council, I know the power local government has to improve people’s lives. Now, I’m ready to serve even more of our neighbors in Ramsey County District 5. I’m running for County Commissioner because I want our County to take an active role in making life better for our residents, and that starts with responsive leadership.

Why I’m Running

The County Board makes important decisions that impact our daily lives—but too few people know what the County does.

I’m running to break down the walls that separate us from our County board, to make the board more visible, and to help St. Paul residents get the County services they deserve. That means showing up at events, hosting community conversations, responding to emails and calls, and communicating early and often. As your County Commissioner, I will wake up every day ready to work hard for you.


Our community’s greatest challenges can not be solved alone.

It takes a collaborative leader to work across levels of government to deliver lasting progress. From housing to childcare, food insecurity to fentanyl, economic development to transit, St. Paul needs a strong County partner. As the federal and state governments divest from cities and create gridlock, our local leaders need to work together more than ever before. And as our residents struggle with rising costs of everyday needs, we need to work closely across jurisdictions to avoid the duplication and inefficiency that drive up taxes. I am running to make sure Ramsey County shows up for St. Paul in this critical moment.


We need urgent action on our community’s most serious problems.

Homelessness, addiction, spiraling rent and childcare costs, and the need to grow our tax base are all issues that need bold, decisive action now. Too many County projects have moved too slowly or not at all and that sluggishness is hurting our community. I am running to bring a new sense of urgency to the County board and to get things done for St. Paul.
