May 2026: St. Paul Issues in the News
My name is Rebecca Noecker, and I’m running for Ramsey County District 5 Commissioner because I want to make St. Paul the best place to live, work, and raise a family.
Here are a few important St. Paul issues that made headlines last month.
Downtown Revitalization
Background: St. Paul Mayor Kaohly Her lobbied the state of Minnesota for $200 million to renovate Grand Casino Arena and Roy Wilkins Auditorium.

“The entire arena complex is a critical investment for downtown St. Paul,” said Rebecca Noecker, president of the St. Paul City Council. “We know that it is the number one driver of foot traffic to downtown.”
Update: State lawmakers provided $50 million, far short of the desired $200 million. When asked how they’d make up the difference, Council President Rebecca Noecker said that something was definitely off the table: property taxes.
Small Business Support after Operation Metro Surge
Background:
Operation Metro Surge had a devastating impact on St. Paul businesses with loss estimates hitting $165.4 million.
St. Paul businesses ranging from auto body shops to health clubs require a Class N License. Class N renewal fees average more than $1000 but can exceed $6000. The St. Paul City Council voted 7-0 to allow businesses the ability to pay their renewal fees anytime within 6 months of their regular due date without incurring late fees.

“We have been hearing from small business owners, and especially immigrant business owners … about the ongoing impacts of Operation Metro Surge. Revenues are down, and businessowners just need a little bit more flexibility right now.”
