Win funding for the W. 7th Street transformation.
For decades, W. 7th residents were promised a major transportation investment. When Ramsey County abandoned the project, the neighborhood was left with failing infrastructure, unsafe conditions, and an urgent need for a new plan. It's past time for Ramsey County to step up and meet the commitment it made to invest in W. 7th and create the corridor residents deserve.

Initiate a County-wide Payment in Lieu of Taxes (PILOT) program
Every year, local governments forgo 4 to 8 percent of property tax revenue to exemptions. Many of the institutions and nonprofits that are exempt could pay in lieu of taxes to benefit the community. A PILOT program lets local governments — who know the need best — collect that revenue and ease the burden on property tax residents while still funding quality services.

Create fully Supportive Housing in Ramsey County.
Supportive housing combines affordable housing with services that let people live independently, with dignity and stability — case management, health care, substance use treatment, job training, and more, all voluntary and easy to access. It's proven and cost-effective, but nationwide only 13% of single adults who need it can get it. Ramsey County needs to step up and meet that need.

Fund a Bridge suboxone clinic at Regions Hospital.
Suboxone is a critical medication for treating opioid addiction, and clinics that pair it with medical care and professional support are essential to fighting the opioid epidemic. The need for these clinics is far outpacing the number that exist in Ramsey County — it's past time to meet that need.

Pass a Separation Ordinance and ban masked law enforcement.
Operation Metro Surge showed our community what many already knew: ICE was not built to keep us safe. Every locality needs a Separation Ordinance so local law enforcement doesn't collaborate with ICE — residents can't trust officers they fear will tear them from their homes over a 911 call. Rebecca passed a mask-banning ordinance on the City Council; she'll do the same for the Sheriff's Department.

Maximize Ramsey County's $320 million downtown investment.
RiversEdge is a public-private project reconnecting downtown Saint Paul with the Mississippi River — 9+ acres of new park space, trails, and river access, plus housing, retail, and up to $800 million in private investment it's expected to catalyze. In April 2026, the County Board approved a $320 million "Building Stronger Together" plan building on that momentum. After a decade working on downtown and the riverfront, Rebecca will bring the City-County collaboration needed to make it deliver.
